Protecting Riparian Buffers: Incentives versus Restrictions

The protection of riparian buffers is an important aspect of any watershed management program. While everyone agrees on the benefits provided by stream buffers, there is continual debate over the buffer width necessary to ensure these water quality benefits. Clayton County has chosen an incentive approach versus a regulatory approach to preserving wide stream buffers in new development. Clayton County has also provided a mechanism to ensure that stream buffers are maintained in perpetuity.
