State DOTs’ professional staffing challenges and practices for successful development of design build delivery projects
Abstract
This Research studies the practices and challenges in organizational structuring and professional staffing of the Innovative Program Delivery (IPD) units in several state DOTs that are actively utilizing Design-Build delivery. Several major challenges that faced by IPD units to fulfill project leadership staffing needs, and approaches that they have utilized to respond to these needs were identified. Differences in org structuring and professional staffing for IPD programs are described in:1-Models of office of innovative delivery 2-Main roles and responsibilities of the HQs 3- Involvement of district offices 4-Training and staffing; 5-Utilizing consulting firms to assist the owner.
