    Abstract
Residents in the world's cities face great uncertainty in the face of sea level rise. It is the responsibility of planners and government leaders to prepare communities through planned retreat, shore protection, and accommodation. This research utilizes National Land Cover Database's (NLCD) 28 land classifications and National Oceanic and Atmospheric Administration (NOAA) Sea Level Rise estimates in Pinellas, Hillsborough, Manatee, and Sarasota Counties to understand the percent of development change in coastal versus inland areas. By comparing the current trends of coastal versus inland areas in the four-county area, this research customizes recommendations to Florida’s coastal planners.
